Adaptive port masterplanning of Banten ports

The Banten Ports, as the main economic gateway for Province of Banten - Indonesia consist of two public ports, Ciwandan and Bojonegara. While the first mentioned has been serving the cargo without any master plan layout, the other one was already supported with a masterplan in 2006 but without any implementation until this time. For many years, the port masterplan has been designed through four general traditional steps: - setting the forecast of key cargo, - determining the port infrastructure requirement, - developing the layout alternatives, - and evaluation-selection of the most promising one. The masterplan of Banten Ports also has been prepared by using this approach. However, port development is surrounded by uncertainty. Many cases around the world show that without recognizing and imposing an uncertainty factor and preparing an action plan to that, the port is vulnerable to changing circumstances, resulting in failure, wasting of money and investment losses. Also, as the engine of economic growth for Banten province, the port master plan should be developed as an integrated system instead of emerging separate master plan for each terminal/ports. As both of those port master plans are not ready and implemented yet, a new preliminary design for Banten Ports masterplan was carried out by considering an update in recent macroeconomic growth and trade flow, using the traditional master planning approach. However, instead of stopping at this step and being passive to the uncertainties, this new proposed masterplan was evaluated further by using Adaptive Port Planning (APP) framework as proposed by Taneja (The Flexible Port, 2013). A broad scope of uncertainties were developed and narrowed using brainstorming and multi-stake holder surveys and a set of actions according to APP framework is prepared afterwards. These measures are distributed among three layers of the masterplan. In addition, based on this master plan layers, they will be implemented in such a different time, either directly applied to the masterplan layout during the design phase or by monitoring their certain triggers and signposts during the exploitation phase. In the end, the actions were evaluated based on the definition of success of Banten Port Masterplan by using Cost Benefit Analysis and Balance Score Cards. Finally, this research comes out with a proposed masterplan layout for Ciwandan and Bojonegara along with their prepared actions to deal with opportunities and vulnerabilities. This is the importance of this research, to prepare an integrated, flexible and robust master plan of Banten ports by a combination of simplicity in the traditional port master planning process and the importance of uncertainties with APP framework
