Sustainability assessment of Ir. H. Juanda hydropower reservoir using Hydropower Sustainability Assessment Protocol (HSAP)

Nowdays, sustainability has become a highly important consideration for water infrastructure especially hydropower reservoir. Sustainable assessment of hydropower is believed as a way to assure that hydropower projects can make a considerable contribution to obtaining sustainable energy and water resource development. The method used in this research is descriptive quantitative, with a case study approach of the Ir. H. Juanda hydropower reservoir. The data obtained as objective evidences will then be reviewed and processed further on the basis of the assessment tool known Operation Assessment Tool of Hydropower Sustainability Assessment Protocol (HSAP). HSAP is applied to Ir. H. Juanda dam and HEPP and the results will be discussed. The condition in 2015 was taken as baseline for this assessment. The assessment was carried out to evaluate twelve (13) selected topics which have high relevance to current issues among nineteen (19) topics within the operation section. Overall, level of Ir. H. Juanda dam and HEPP performance for several topics is excellent. The facility performs basic good practise (a score of 3) on seven topics; O-3, Environmental & Social Issues Management; O-5 Asset Reliability & Efficiency; O-7 Financial Viability; O-12 Labour & Working Conditions; O-16, Erosion & Sedimentation; O-17, Water Quality; O-19 Downstream Flow Regimes. There are two topics meet proven best practise at level five i.e., O-2, Governance and O-4, Hydrological Resource. Ir. H. Juanda meets score of 5 with one significant gap from proven best practise on two topics: O-1 Communications & Consultation; O-6 Infrastructure Safety and O-18 Reservoir Management. There is one topic must be noticed because it does not meet good practise with one significant gap (Topic O-15 Biodiversity & Invasive Species). The scores for each topic are summarised in sustainability profile. The significant gaps against proven best practise mostly deal with management and outcomes criterion. Having not-scored topics is considered that the assessment is partial/incomplete assessment. Improvements are addressed and emphasis on topics contain significant gaps relative to good practice in the hope that performance of facility on particular areas will upgrade and meet basic good practise at level 3. Key area to be improved in maintaining the sustainability function of Ir. H. Juanda belong to environmental i.e., biodiversity & invasive species, erosion & sedimentation, water quality. This perspective must be taken into account seriously both on the positive and negative side
