Attribution of flood risk in coastal urban area

Urban areas along coastal zones are often affected by the combined effects of pluvial and coastal flooding. The concurrence of pluvial and coastal flooding can exaggerate potential damages to human and property. Therefore, every flood risk analysis work should consider not only single sources of flooding but also their combined effects. The present work concerns development of feasible methodology for assessment of combined pluvial and coastal floods in support of purpose of developing planning and hazard mitigation measures. On the other hand, the methodology presented in this thesis intends to progress flood risk assessment in two issues: the first, non-monetary risks are integrated in the flood risk assessment and the second is to illustrate the spatial distribution of these multi-criteria risks. Therefore, a structure for a GIS-based multi-criteria analysis was made to be able to be applied for the incorporated evaluation and mapping of flood risk area. Hence, the Aggregated Flood Risk Index - Tool (AFRI) is developed in this thesis. This study analyses not only individual, combined coastal flooding, pluvial flooding for hazard but also physical, economic, social, environmental components for vulnerability. From those, the total risk can be separated and attribute them to different components in the system with responsibility decreasing flood risk. The result demonstrated that this possible methodology is capable of helping manager to build the plan of integrated coastal urban flood risk management
