Le spectre communiste, un fantôme dans la maison européenne

International audienceThinking about Europe obliges one, whatever ideology one belongs to, to devote part of that thinking to the means of fighting communism, or resisting its assaults. A dialectical relationship between the two mental constructs can thus be seen, if only by the simultaneity of their appearance in public debates, which makes the historian Tony Judt say that "the opposite of communism was not capitalism but Europe". Two motivations seem to preside over the development of the European idea in the twentieth century: on the one hand, to rebuild a cultural link between Europeans (which is the permanent idea, and often the only one put forward) and on the other hand to resist the pressures of the international environment. From the inter-war period, these two motivations were combined to give meaning to a space that had to protect itself from Moscow, and then accompanied the first steps of European construction, from the Marshall Plan to the fall of the Berlin Wall. In fact, communism is a sort of "mirror of the self" of a highly politicised European cause, in the form, conscious and unconscious, of an anti-model. It remains to be seen whether the construction of the enemy really plays its role as a structuring figure of the social for the use of a European community in the process of being constituted.Penser l’Europe oblige, quelle que soit l’idéologie à laquelle on se rattache, à consacrer une partie de cette pensée aux moyens de lutter contre le communisme, ou de résister à ses assauts. On peut ainsi dénoter une relation dialectique entre les deux constructions mentales, ne serait-ce que par la simultanéité de leur apparition dans les débats publics, qui fait dire à l’historien Tony Judt que « l’opposé du communisme n’était pas le capitalisme mais l’Europe ». Deux motivations semblent en effet présider au développement de l’idée européenne au XXe siècle : d’une part, refonder un lien culturel entre Européens (ce qui constitue l’idée permanente, et souvent la seule mise en avant) et d’autre part résister aux pressions de l’environnement international. Dès l’entre-deux-guerres, ces deux motivations se mêlent pour donner sens à un espace qui doit se protéger de Moscou, et accompagnent ensuite les premiers pas de la construction européenne, du Plan Marshall jusqu’à la chute du Mur de Berlin. Dans les faits, le communisme est ainsi une sorte de « miroir de soi » d’une cause européenne fortement politisée, sous la forme, consciente et inconsciente, d’un anti-modèle. Reste à savoir si la construction de l’ennemi joue bien ici son rôle de figure structurante du social à l’usage d’une collectivité européenne en voie de constitution
