This review of the international literature was commissioned by the Scottish Executive at a time educational reform. The focus was on the kind of educational provision that is developmentally and culturally appropriate for young learners. The review addresses three questions: 1. What kind of educational experiences are offered in early childhood and what evidence is there of their impact? 2. Is early years eduation a distinct phase in the education system? 3. How are decisions made about when children should have particular educational experiences
