This year marks the 100th anniversary of the Washington Conference, which was held from November12, 1921 to February 6, 1922. In 2001, I attended an international conference, “Treaty-Bound: JapanesePolitics and International Diplomacy, 1853-Present,” sponsored by the University of California, Berkeley.This paper was submitted at that conference.
