The changing world order: us leader d.trump's decisions in the context of climate change

The challenges of climate change are global challenges that require multilateral agreements, international organizations, different regulations and countries' responsibilities. Moreover, the coherence and development of environmental policy, which has gained great importane all around the world, climate change could be explained like one of the cases of liberal world order. However, the US on 1st. July, 2017 decided that the country is going to withdraw from the multilateral agreement on climate change in Paris. The refusal of US to participate shows that the established world order is changing. Based on qualitative content analysis of D. Trump's political languange and messages (official speech at White House and Twitter messages) I am trying to answer the underlying question of my research: What is the vision of the world order based on D. Trump‘s arguments from speech of the withdrawal from the Paris Climate Change Agreement? Main goals will be achieved by pursuing the following objectives: 1. To review the concept of world order, to analyze the understanding of liberal order. Introducing academic articles, interviews which highlight the possible change in the world order when evaluating other internationally significant events. 2. Review the theory that helps to understand the importance of political communication for decision making. 3. Conduct a qualitative content analysis of the official speech of Trump's withdrawal from the Paris Agreement. At the same time, Trump's Twitter reports will be selected, the analysis of „tweets“ will help to understand how the president perceives the problem of climate change. 4. Analyzing main arguments of US withdrawal will help to explain how it modifies the concept of the world order and draw conclusions which answer the underlying question. To understand Trump's argumentation, a qualitative method of traditional content analysis was chosen. The analysis is divided into two parts: the analysis of the official speech of the president and analysis of Twitter messages. In order to highlight the main arguments why the US chose to withdraw from the climate change agreement, main three categories were derived: "National Interest", "International Competition and Threat of New Players", "Economic interest“. The discourse used in Mr Trump's speech reveals the President's negative assessment of the Paris Climate Change Agreement and the ambition to raise US goals above the global problem – climate change. The analysis of Twitter, resulted 149 messages which were selected using the following keywords: "climate", "environment", "warming", "Paris agreement", "pollution". The content of Trump's messages reflected the main three elements distinguished by Brian L. Ott. The President's political discourse on social networking is based on emotions, unjustified denial of the climate change, and tactless criticism of other political actors. Trump's choice to withdraw from the Paris Climate Change Agreement shows that he is renouncing leadership in environmental issues, which means that there will be the open way for new international players to become an environmental leader. At the same time, Trump's argumentation reveals that the country's sovereignty is weakening, interdependence between countries is increasing and following that D. Trump‘s main goal is to protect his country instead of solving global problems. Further research could also analyze the understanding of climate change of previous US leaders and look how the position based on environmental issues of the US has changed over time. It would be interesting to analyze the specific case of climate change, when Bush made a decision to withdraw from the multilateral Kyoto Protocol. Analyzing similar case like this would allow us to observe the interests and the rhetoric of another US presidents in terms of climate change in the long term
