The fourth industrial revolution: perspectives of artificial intelligence in the european union

Since 1998, the European Union had plans and ideas that technology is a long-term trend. As a result energy technology plan was published to review the future and throughout the process ideas were generated based on years 1995-2030. These were few of the first real steps towards technology deployment in the EU, but then it was just the beginning that was completely different from the present. At present, the EU is in the preparatory phase, so the focus is now on strategy plans, law and ethical standards without which there would be no regulated order. The EU also hopes that, in the long term, the postmodern society will start to talk more about innovations because regulations and articles are being written, and this provides vocabulary which is needed. The use of a new language will raise interest in society and will ultimately aggravate the capitalism that is required to start investment and profit. Finally, this has led to think about the longterm perspectives of technology. Most of what consist of efforts to achieve human like decision making and install it is not machine learning processes, thus creating the intelligence of human capacity which would be able to make the decisions that a person would make. This means that the strategies being developed by the EU are directed towards this. Future scenarios have shown that based on current strategies and regulations there are several key scenarios that could be broken down into even smaller ones. However, the first scenario showed that building the base correctly and looking carefully at how the technology should look like in the future created trust in society so Artificial Intelligence helped automate the industry. Proper preparation beforehand made it easier for people to move to another job market. The second scenario highlights the fact that the preparation for the technological breakthrough had been started too late, when the fourth industrial revolution had already bloomed. Due to this delay the EU will remain unprepared for innovations as the EU members are different kind of countries that differ not only in size but also in the economy level and so innovation will continue but it will emerge slower than expected and the result will be fragmented without unanimity to reach goals. Security will keep being affected as well and permanently violated. Lastly, it is not possible to update legal acts along with the evolving world. The third scenario shows that, as the EU expects, the DI will be updated with a human like decision making algorithm and will be able to make decisions which are inevitably close to human decision making skills. However, it would be difficult to do so because human rights come first and even decision-making mechanism being clarified it will not be successful as it will not be legally plausible. As a result the person will still be fully responsible for the outcomes made by machines. This work is relevant for the future studies as to look at how the preparations for emerging new generation technologies are going, what are the EU plans to improve perceptions of the changing world. The EU has not yet completed its preparations and is expected to do so in the next few years therefore this work for the future will also benefit from the fact that the fourth industrial revolution is just at its beginning of action.
