Model Development Standards in the Construction Industry and Beyond

UDOT has published and updated a guideline for model development and defined standards for model development. The guidelines and standard apply to the design phase and prepare digital data for use in construction and handing over asset information post-construction. The objective of this research is to determine how UDOT\u2019s approach to formalizing digital delivery aligns with the trajectory of national and international developments and to capture insights from how other industries manage and exchange digital information. Internationally, there is a consistent approach to construction information management using Building Information Modeling and Industry Foundation Classes (IFC); the approach is published as International Organization for Standardization consensus standards. The consensus standards address management, technical, and commercial elements of Organizational Information Requirements (OIR). Interoperability challenges are not unique to the highway construction industry. While interoperability is a key requirement for durable and accessible information, the IFC extensions intended to support bridges and roads are still being developed. UDOT\u2019s model development standards and digital delivery guidelines, as well as other pre-construction manuals, address most\u2014but not all\u2014of the elements in the OIR. Some of the detailed OIR elements\u2014such as object-based information requirements\u2014are immature for highways and lack consensus standards. Through piloting the new standard and updated guidelines, as well as collaborating with the American Association of State Highway Transportation Officials (AASHTO) committees, UDOT can refine the detailed requirements and remain aligned to evolving and emerging consensus standards.120
