A comparative analysis between standards and guidelines for projects of digital control rooms for pressurized water reactor NPP

Following the occurrence of severe accidents at nuclear facilities, mainly due to a number of human failures, there was a consensus of the nuclear industry on the importance of Human Factor Engineering in maintaining the safe operability of nuclear power plants. This work develops an analysis of the applicability of the Human Factors Engineering Program in licensing and in the certification of projects of construction and modernization of control rooms of PWR nuclear power plants with the use of digital instrumentation and controls, under the perspective of the regulation of NRC and KTA. The results of the analysis show that although regulatory entities adopt different methodologies in the licensing process of the new control rooms, the principles of Human Factor Engineering are fullfilledApós a ocorrência de severos acidentes em instalações nucleares, principalmente por motivos de falhas humanas, houve um consenso da indústria nuclear sobre a importância da Engenharia de Fatores Humanos na manutenção da operabilidade segura das plantas de geração de energia nuclear. Este trabalho desenvolve uma análise da aplicabilidade do Programa de Engenharia de Fatores Humanos no licenciamento e na certificação de projetos de construção e modernização de salas de controle de usinas nucleares do tipo PWR com o emprego de instrumentação e controle digitais, sob as perspectivas da regulação da NRC e da KTA. Os resultados da análise mostram que apesar das entidades reguladoras adotarem metodologias distintas no processo de licenciamento das novas salas de controle, os princípios da Engenharia de Fatores Humanos são atendidos
