For particularly high-profile crimes this, on occasion, included changing criminal justice legislation. This created the impression that Victorian newspapers, but the Herald Sun in particular, could effectively influence the government whenever such crimes were committed. This thesis focused on asking: to what extent did newspaper reporting influence legislative and policy changes?
