In recent years, American foreign policy has been much more attuned to the dangers of rogue states than rising peer-competitors. Perhaps what is more puzzling is why weak states would challenge not only their regional neighborhoods but also a disproportionately powerful United States. This project addresses and explores the phenomena of weak revisionists. The question under investigation here has received comparatively little attention in the scholarly literature: why do weak states adopt expansive foreign policy aims?
