Canada, as a leader in satellite telecommunications, is an active ITU Member. The ITU is responsible for spectrum management at the international level. Hence, the ITU is composed of various organs for day-to-day work and for the elaboration of legal instruments. Also, the IFRB, an organ within the ITU, ensures the application of regulations by administrations implementing telecommunication satellites. The First Come, First Served principle is now augmented by the planning of the Fixe-Satellite Service (FSS) and Broadcasting-Satellite Service (DBS) for certain bands.
