What happens when the state gives money to the poor? This thesis explores the relationship between Brazil’s 'Bolsa Família’ (BF), the world’s largest Conditional Cash Transfer (CCT) program, and patterns of everyday clientelism and citizenship among its recipients. Is this money from the government just a new kind of handout aimed at buying votes – as some have alleged – or is it a hand-up that can enhance political agency, and pave the way for a more inclusive society?
