This thesis examines the relationship between international norms and the ability of civil society to control government corruption. Specifically, it focuses on the ability of civil society organizations in Guatemala to utilize international norms against corruption, such as the Inter-American Convention against Corruption (IACC), to control this problem effectively. Based on a theory of social accountability, this qualitative research is aimed at analyzing the nuances of the potential role CSOs may have in holding the government accountable for corrupt actions.
