This paper considers a collaborative approach to community regeneration in Leeds, in succession to our last paper. It dealt with a short history of University Adult Education in Leeds, its internal efforts in responce to outer changes and socio-economic pressures. They are building a new relationship with trade unions and developing a new project of Popular Education for Dempcracy. Here we analyse the bid to the Single Regeneration Budget by Leeds City Council. Under the widened economic disparities the problem of social exclusion has been more serious.
