"The September Guarantee aims to prevent young people from dropping out of learning by ensuring that every 16 and 17 year old has an appropriate offer of learning, by the end of September, that motivates them and allows them to progress. All young people who reached the statutory school leaving age in 2009 or 2010 are entitled to an offer under the Guarantee in 2010.
