The 10th European Fusion Physics Workshop took place in December 2002 at Vaals in The Netherlands, hosted by the Trilateral Euregio Cluster (TEC: Associations EURATOM-ERM/KMS, FZJ and FOM), and sponsored by the European Commission and the Foundation SOFT. Within an overall theme of `Operational limits in toroidal devices, with particular reference to steady-state operation', four topics of importance to the future development of magnetically confined fusion were discussed in detail. In addition, a review of the JET scientific and technical programme under EFDA and an assessment of ITER's measurement requirements and diagnostic development programme were presented.
