'The establishment of a control system on financial capital inflows allowed Chile to minimise the properly financial impacts of the Asian crisis (1998-1999). This control system (operations carried out exclusively through a supervised formal financial system, capital repatriation only after one year, programming of repatriation flow, cash reserves) discouraged short-term indebtment. The country, however, had to simultaneously liberalise the financial markets. Regulation and liberalisation complemented each other by way of simplifying the inflow of capital directed towards productive or long-term investment.
