Chile's economic liberalization and control of foreign capital inflow

'The establishment of a control system on financial capital inflows allowed Chile to minimise the properly financial impacts of the Asian crisis (1998-1999). This control system (operations carried out exclusively through a supervised formal financial system, capital repatriation only after one year, programming of repatriation flow, cash reserves) discouraged short-term indebtment. The country, however, had to simultaneously liberalise the financial markets. Regulation and liberalisation complemented each other by way of simplifying the inflow of capital directed towards productive or long-term investment. For small economies such as the Chilean, the risks of becoming contaminated by foreign countries arise from the volatility of capital flows. Chile reduced volatility thanks to the low composition of short term debt to total debt and to the high level of international reserves.' (author's abstract)Eine Kontrolle des Zustroms von Finanzkapital ermoeglichte es Chile, die finanziellen Auswirkungen der Asienkrise der Jahre 1998 und 1999 zu minimieren. Dieses Kontrollsystem umfasst folgende Elemente: Finanztransaktionen nur durch das kontrollierte Finanzsystem, Kapitalrepatriierung fruehestens nach einem Jahr, Kontrolle des Kapitalrueckflusses, Waehrungsreserven. So konnte kurzfristiger Verschuldung entgegen gewirkt werden. Gleichzeitig musste das Land jedoch seine Finanzmaerkte liberalisieren. Regulierung und Liberalisierung ergaenzten sich gegenseitig, indem der Zustrom von Kapital in produktive oder langfristige Investitionen erleichtert wurde. Fuer kleine Volkswirtschaften wie die chilenische entsteht das Risiko, vom Ausland in eine negative Entwicklung mitgerissen zu werden, auf Grund der Volatilitaet der Kapitalstroeme. Chile reduzierte diese Volatilitaet, indem es den Anteil kurzfristiger Schulden an der Gesamtverschuldung gering und das Niveau internationaler Reserven hoch hielt.
