Statistical characteristics of electromagnetic waves of visible range in turbulent atmosphere are considered in the paper aiming at the investigation of modification laws of amplitude-phase characteristics of a wave, modifications conditioned by its scattering because of fluctuations of the complex dielectric penetrability of a medium. As a result new effects and characteristics of the influence of regular heterogeneity and fluctuations of the complex dielectric penetrability of atmosphere on statistical characteristics of radiation have been represented.
