The aim is to construct the effective defining equations within the frames of the flow theory on base of the known component properties for the wide class elastic-plastic component media and also to develop and investigate on their base the concrete models of the plastic composite materials with different microstructure. The systematic analysis of the basic regularities for transfer from local defining equations to the correlations on the microlevel within the frames of the flow theory has been performed. The compound defining equations for two-phase medium as an associated law with piecewise-smooth loading surface have been obtained.
