The basis properties (completeness, minimum, basis character etc.) in the systems of the exponents and degrees have been studied. The aim is to determine the criterion of the completeness, minimum and basis character in the systems of exponents, degrees and spaces. The necessary and sufficient conditions of completeness, minimum and basic character in the systems of exponents and degrees of special kind which generalize all the preceding results have been found.
