Purpose of the work: development and practical approbation of the program implementation of the control tasks in the on-board complexes of communication and relay spacecraft. Use was made of the methods of the complex system design and information science, a systematic analysis, imitation modelling and a natural experiment. Formulated and practically approbated for the first time are the methodological principles of the program construction of the on-board software and on-board environment of programmed functioning.
