Limiting theorem of general kind and estimations of the convergence speed are considered in the paper aiming at the application of the Trotter's characteristical operator method in the theory of limiting theorems to sums of random values and a random number of random values. As a result the general limiting theorem for sums and sums with a random number of independent (dependent) random values has been proved, estimations of the convergence speed in proved theorems have been established. The results obtained are the new ones.
