Sections and spectra of neutrons at fast neutrons and particles induced fission of actinide nuclei have been investigated in the paper. The purpose of the paper is to develop a statistic description and to perform on its basis analysis of a wide population of experimental data for sections and spectra of neutrons at actinide fission. As a result, a quantitative description has been received, an analysis of a wide population of experimental data on sections and other characteristics of actinide nuclei fission process has been performed. An important information about the fission process properties has been obtained with regard of its emission character.
