Interaction processes of electromagnetic waves with plasma of thermal nuclear plants have been considered in the work. The aim of the paper is to develop calculation methods for an electron-cyclotron heating of plasma with regard of non-equilibrium of electronic function of distribution and large amplitude of a direct electromagnetic wave. A method to solve non-linear non-stationary kinetic problems of the electron-cyclotron heating of non-equilibrium plasma for thermonuclear plants has been developed.
