The obtaining of necessary and sufficient conditions for the execution of inequalities of Hilbert type on a system of root functions of an ordinary differential operator of an odd order and connected with them sufficient conditions of the basisness of Riess for the system investigated is the aim of the paper. As a result the new representation for a root function of an ordinary operator of an odd order has been obtained. Theorems about necessary and sufficient conditions of truth of inequalities of Hilbert type on the investigated system in various classes of functions have been proved.
