There the optic and electrokinetic properties of recombination non-equilibrium plasma have been studied in view to expesure of formation mechanisms of supercooled plasma as the acve medium of plasma lasers. The study set which was connected with the development of excitation systems of plasma during its scattering and in the charges of beam type, with the optic diagnostics of characteristics, with the theoretical and experimental simulation of processes in the active media and with the creation of new lasers, has been realized. The physical mechanisms, the conditions of formation of supercooled plasma have been ascertained; the range of characteristics, which is optimum to create the active media, has been determined.
