Democratic governance in the EU The case of regional policy

'The following two papers summarize preliminary findings of a research project on 'Democratic Legitimacy of Regional Policy in EU Multilevel Governance' funded by the German Science Foundation (Deutsche Forschungsgemeinschaft - DFG) in the context of a research program on 'Governance in the EU' ('Regieren in der EU'). The authors intended to find out how the existing institutions of the EU can be improved so that they not only become more effective but also more democratic. The idea guiding of the research was to regard the EU as a polity composed of different structures of representation and participation of citizens at different levels. The authors assumed that the democratic deficit is mainly caused by incompatibilities between these structures caused by different modes of operation. If this is correct we have to ask how do actors in multilevel governance deal with incompatibilities and what are the consequences of these practices. The empirical research focuses on regional policy. In this case, the problem of democratic legitimacy concerns the solution of distributive conflicts when funds are allocated to regions and the decision on the way regions should develop in the implementation of structural funds. Regarding the institutional structures of the national and regional level, we compare France and Germany.' (author's abstract). Die Autoren moechten herausfinden, in wieweit existierende Institutionen in der EU nicht nur effektiver, sonder auch noch demokratischer gestaltet werden koennen. Der Leitgedanke des Forschungsprojektes war, dass die EU als ein Politikfeld anzusehen ist, das aus unterschiedlichen Strukturen der Repraesentation und Partizipation auf unterschiedlichen Ebenen besteht. Die Autoren vertreten die These, dass das demokratische Defizit hauptsaechlich durch die Inkompatibilitaet zwischen diesen Strukturen und deren unterschiedlichen Arbeitsweisen verursacht wird. Wenn dieses Sichtweise korrekt ist, dann muss man sich fragen, wie die Beteiligten in Mehrebenensystemen mit diesen Inkompatibilitaeten umgehen und welche Konsequenzen sich daraus ergeben. Die empirische Forschung nimmt die Regionalpolitik in das Zentrum ihrer Untersuchung. In diesem Politikfeld tritt das Problem der demokratischen Legitimitaet besonders im Konflikt der regionalen Ressourcenverteilung sowie bei der Beteiligung von Regionen bei der Implementation von Regionalfonds, deutlich zu Tage. Dieser Beitrag untersucht und vergleicht die institutionellen Strukturen von Frankreich und Deutschland auf nationaler und regionaler Ebene.' (Autorenreferat).
