Entwicklung von Parametern und Kriterien als Grundlage zur Bewertung oekologischer Leistungen und Lasten der Landwirtschaft - Indikatorensysteme

The aim of this study is to develop a set of indicators that has to be continuously registered for a national environmental monitoring-system which focuses on specific agricultural effects. Therefore, a systematic definition and specification of agri-environmental effects is necessary which is able to represent 15 relevant impact categories. This selection considers proposals of other national and international institutions and is based on the agrisectoral contribution to these relevant environmental impact categories. The indicators of these impact categories have been classified following the Pressure-State-Response-Approach. Furthermore the indicator proposal considers other special criteria. This is the necessity of the implementation in the ecological context as well as to ensure the 'international compatibility'. To satisfy the needs of national decision makers the possibility of an implementation of the indicators has as well been regarded as the spatial aggregability. To define these requirements more specifically some existing national monitoring-approaches are analyzed. These are the economic sector-model RAUMIS, developed at the Institute of Agricultural Policy of the University of Bonn and also some different systems of national accounts. Potentials for completion or improvement of the indicators of these systems are proved. As a result of this study a systematic national environmental monitoring system is proposed and relevant indicators are developed. The aspects of administrative practicability. i.e. the needs to ascertain relevant data, and combinations with existing monitoring systems are considered.
