The co-existence of legal and illegal behavior in the Nash equilibria of bimatrix inspections games is investigated with the aid of the linear complementarity problem. It is found that the two are mutually exclusive in the attributes sampling case but not in the case of variables sampling. In addition a generalization of an earlier result for attributes sampling is obtained.
