'This paper presents a theoretical model designed to analyze the factors that have made societies around the world increasingly likely to adopt and retain democratic institutions. The authors argue that 'human development' is a major dimension of historical change, in which the central theme is the broadening of human choice. Democratic institutions are one of three essential components of human development, the other components being (1) physical and cognitive human resources and (2) a culture that gives high priority to 'liberty aspirations.'
