The conference, documented in this volume, brought decision-makers in the field of higher education policy - the ministers or junior ministers responsible for higher education in their respective countries and the chairpersons of the rectors' conferences - from Poland, Hungary, the Czech Republic, Slovakia, Romania, Bulgaria and Estonia together with higher education policy representatives from Canada, the United States, England, the Netherlands, Italy, Austria and Germany. The idea was that this small forum would facilitate intensive discussion of the issue. In preparation for these talks participants submitted reports on the state of higher education in their countries that were distributed to all participants in advance of the conference...
