Perspectives on the reform of higher education in Central and East Europe Conference held by the German Rectors' Conference at the Villa Vigoni Menaggio, Italy, 18th to 21th July, 1993

The conference, documented in this volume, brought decision-makers in the field of higher education policy - the ministers or junior ministers responsible for higher education in their respective countries and the chairpersons of the rectors' conferences - from Poland, Hungary, the Czech Republic, Slovakia, Romania, Bulgaria and Estonia together with higher education policy representatives from Canada, the United States, England, the Netherlands, Italy, Austria and Germany. The idea was that this small forum would facilitate intensive discussion of the issue. In preparation for these talks participants submitted reports on the state of higher education in their countries that were distributed to all participants in advance of the conference at the Villa Vigoni. These papers appear in the first section of this book. In addition participants received education reviews and supplementary country studies produced on behalf of the World Bank by the Canadian Lester Pearson Institute for International Development (Halifax, Nova Scotia). Thus, the discussion could concentrate on the key issues in the course of a lively exchange of views. The discussions were divided into four thematic blocks: the institutional framework governing higher education, the funding of higher education institutions, the autonomy of higher education institutions and their relationship with the state, and finally research at higher education institutions and its relationship with non-university research.'
