Decentralisation and civic engagement in South-East Asia A comparative case study of Vietnam, Cambodia and Laos

Foerdert der Dezentralisierungsprozess buergerschaftliches Engagement und wirkt er sich positiv auf das Sozialkapital eines Landes aus? Das vorgeschlagene Forschungsprojekt beabsichtigt eine kulturspezifische Analyse der Einstellungen zur Dezentralisierung in der Zivilgesellschaft und in Wirtschaftskreisen von Vietnam, Laos und Kambodscha. Die Verbindung von Sozialkapital und Verfassungsreform soll mit Hilfe eines Vergleichs mit der Dezentralisierungspolitik nichtstaatlicher Organisationen untersucht werden. Diese Untersuchung leistet einen Beitrag zur Debatte um die Foerderung von Sozialkapitalbildung in Entwicklungslaendern, indem sie aktuelle Auswirkungen und zukuenftiges Potenzial der Dezentralisierungspolitik fuer buergerschaftliches Engagement in Suedostasien analysiert. The proposed research is a culture-specific analysis of attitudes to decentralisation within civil society and the business community in Vietnam, Laos and Cambodia. A cross-case comparison of these with the decentralisation policies of non-governmental organisations (NGOs) will be undertaken in order to explore the link between social capital and constitutional reform. The study contributes to the debate on the promotion of social capital in developing countries by providing an analysis of the current effects and future potential of decentralisation policy for civic engagement in South-East Asia.'
