'Starting from the fundamental criticism of the application of power indices to the European Union by Garrett and Tsebelis (1999) the paper derives the classical power indices in a non-cooperative gametheoretical framework. In detail, a simplified version of the Baron/ Ferejohn (1989) model is suggested assuming legislators are generally uncertain about the policy preferences of other legislators. The ex ante expected outcome of the non-cooperative legislative bargaining process is a lottery of proposals.
