Der vorliegende Beitrag untersucht den Zusammenhang zwischen Wahlsystem und Staatshaushalt in Lateinamerika. Der Haushaltsprozess besteht aus zwei Schritten: die Regierung formuliert einen Haushaltsentwurf innerhalb des Kabinetts, dann schickt sie diesen Entwurf an die Legislative, wo er diskutiert und schliesslich verabschiedet wird. Die Autoren gehen davon aus, dass die Staerkung eines Akteurs (in der Regel des Finanzminister) im Kabinett die Haushaltsdisziplin in Praesidialsystemen und Einparteiensystemen in Lateinamerika und der Karibik verbessert.
