Nicht schadstoffbezogene oekologische Belastungsparameter der Verwertung und Behandlung/Ablagerung von Abfaellen (nicht-toxikologische Parameter)

A concept for resource and environmental profile studies in waste management is developed within a framework of a pilot study. The concept is based on the consideration of the concept of total pollution impacts (''Lastpakete'') arising throughout the entire life cycle of a discarded product. This allows the comparison of different disposal and recycling concepts by means of linking, using techniques of systems analysis, the various environmental impacts (loads) and merits (recycling credits) of such concepts. The specific case of the recycling of used plastic packaging within the context of the German Packaging Ordinance, restricted to the ''energy'' parameter, shows that neither the so called downcycling nor the ''material recovery'' or ''energy recovery'' actually save a relevant proportion of the packaging. The recycling of purely sorted feedstock materials however offers environmental merits on a larger scale. The concept of resource and environmental profile analysis is placed in the context of the current waste policy debate in Germany, and it demonstrates the possibilities of applying it in administrative practice. (orig.)Im Rahmen dieser Vorstudie wird ein Konzept fuer oekobilanzierende Untersuchungen in der Abfallwirtschaft entwickelt. Dieses Konzept beruht auf einer Beruecksichtigung von Lastpaketen im gesamten Lebensweg des zu Abfall gewordenen Produktes. Ueber die system-analytische Verknuepfung von Umweltbe-und -entlastungen (Verwertungsgutschriften) lassen sich damit unterschiedliche Entsorgungs- und Verwertungskonzepte vergleichen. Am Beispiel der Verwertung gebrauchter Kunststoffverpackungen im Rahmen der Verpackungsverordnung und unter Beschraenkung auf den Parameter ''Energie'' wird deutlich, dass weder das sogenannte Downcycling noch ''rohstoffliches'' und ''thermisches Recycling'' einen relevanten Anteil der im Zuge der Produktion der Verpackungen entstandenen Umweltlasten einsparen. Das sortenreine werkstoffliche Recycling bietet hier dagegen Entlastungen in groesserem Umfang in Form des Energieerhalts. Das Konzept der oekobilanzierenden Untersuchung wird eingebettet in die derzeitige abfallpolitische Debatte in Deutschland, und es wird die Moeglichkeit, dieses im Verwaltungsvollzug anzuwenden, aufgezeigt.
