In order to achieve sustainability in water resource use, the International Hydrological Programme (IHP) of UNESCO for 1990-1995 draws attention to the need for including the gradual changes of natural and development processes into model for water resources development, planning and management of water resources taking into account risk factors - among them effects of global change. The present conference report explicitly addresses the issues connected with sustainable development of water resources in a changing world.
