Technology Assessment: Eine Managementperspektive Bestandsaufnahme - Analyse - Handlungsempfehlungen

For many years now, the technology assessment (TA) concept has been a fundamental tool used by governments and technology policymakers of the western industrialized countries in their efforts to analyse and evaluate the positive and negative impacts of technologies, so as to be able to respond in time and identify appropriate policy options. Despite the unchallenged importance of TA in the policymaking process, criticism and doubts on the part of experts are common in this context. This induced the German Federal Ministry of Education and Research, (BMBF), to commission a study that was to investigate and evaluate the current situation. The authors look at approaches and results of current research work for the assessment of technologies. The design of the study is innovative in two aspects: - The principal approach chosen is the 'outside-in' examination, not involving insiders from the TA community, aiming at giving an objective opinion based on a third-party view, from the management perspective. - The study is not restricted to the German TA scenery but also encompasses an analysis of the situation in other European states, including detailed information on existing TA institutions in the various countries. (orig./CB)Das Konzept des Technology Assessment (TA) bzw. der Technikfolgenabschaetzung dient seit langem der Unterstuetzung staatlicher Technologiepolitik in den westlichen Industrienationen. Ziel ist es, positive und negative Wirkungen des Einsatzes von Technologien rechtzeitig zu erkennen und entsprechend zu bewerten sowie entsprechende Handlungsoptionen zu formulieren. Trotz der unbestrittenen Bedeutung von TA sind Kritik und (Selbst)Zweifel weit verbreitet. Vor diesem Hintergrund nehmen Juergen Weber, Utz Schaeffer, Dirk Hoffmann und Titus Kehrmann eine aktuelle Bestandsaufnahme und Analyse technikreflektierender Forschung vor. Das Design der zugrundeliegenden Studie im Auftrag des Bundesministeriums fuer Bildung und Forschung ist in zwei Aspekten innovativ: - Die Analyse erfolgt im Sinne einer 'Outside-in'-Betrachtung bewusst nicht durch die Akteure der TA-Community, sondern bemueht sich um einen objektiven Drittblick aus einer Managementperspektive. - Die Betrachtung der deutschen TA-Landschaft wird um eine Analyse der europaeischen Ebene erweitert. Dabei werden auch die einzelnen TA-Institutionen detailliert vorgestellt.
