Inhalte und Methoden einer Umweltvertraeglichkeitsstudie fuer Flurbereinigungsverfahren

At the example of the test area 'Freinhausen' contents and methods of the procedure 'Ecological Balance of Land Consolidation Schemes' are examined with regard to the requirements of Environmental Impact Assessment (EIA) for land consolidation proceedings. First, in a chapter dealing with theory the fundamentals of EIA and land consolidation are shown. Then, a discussion concerning methodical fundamentals of EIA procedure follows. In a further step, the complex system of relations between land consolidation measures and natural resources are described by models. On this base the most important objects of analysis and valuation and the methodical steps of the EIA for land consolidation proceedings are developed; they concern each natural resource which is influenced by land consolidation measures. Subsequently procedures for mapping the required parameters and indicators, and for the valuation of the condition, the area shows before and after land consolidation are developed and presented. After the examination of the developed contents and methods in the test area Freinhausen the remaining special problems and deficits are discussed. At last, the subjects 'representation of the results' and 'concluding judgement' of the EIA are described.
