A measurement of the inclusive cross section for the deep inelastic scattering of positrons on protons is presented in the transition region from the non-perturbative to the deep inelastic domain at low four momentum transfer squared Q"2. The analysis is based on data collected by the H1 experiment during special runs in the years 1999 and 2000. Thus this thesis presents the first accurate HERA data at low x for Q"2 #propor to# 1 GeV"2 accessed with new instrumentation and novel analysis methods to extract the proton structure functions.
