Technologien, Massnahmen und Kosten der Vermeidung von VOC-Emissionen als Basis fuer Integrated Assessment Modelle im Rahmen der UN/ECE Projektendbericht

The aim of the project was the establishment of an inventory of technologies and measures for VOC emission reduction, comprising data regarding costs, reduction efficiencies and application potentials. Furthermore, an inventory of emitting sources had to be elaborated according to the CORINAIR methodology, which should easily be applicable within the Integrated Assessment Modelling. Moreover, an approach had to be developed for the establishment of VOC cost functions to be used within Integrated Assessment Models. In this respect, the source categories with the highest emission contribution and simultaneously a high emission reduction potential have been identified. Due to the heterogeneity and the large number of individual VOC emission sources, categories of installations have been assigned to so-called reference installations, which have been defined according to applicability of VOC emission reduction measures resp. related emission reduction efficiencies and costs. This technology data basis has been validated by the UN/ECE Task Force on the Assessment of Abatement Techniques/Options for VOC. For the calculation of cost functions, the mass flow model ARGUS-VOC (Allokationsmodul zur rechnergestuetzten Generierung wirtschaftlicher Umweltschutzstrategien fuer VOC-Emissionen) has been developed. The model represents production processes and abatement technologies for VOC emissions with related input and output flows for about 40 emission relevant source categories. Via a detailed analysis of the overall model for Germany, the influence of variation of transition periods for achieving the emission target, of an extension resp. reduction of the planning scope and of varying calculation interest rates onto the cost functions has been investigated. The achieved progress consists mainly in the possibility to represent structural measures (change of production technologies) with a considerable additional emission reduction potential at less costs, compared to traditional approaches.
