Two models, a simplified s-matrices model and a continuum shell model have been applied in order to derive a detailed description of eigenvalue reorganization in open quantum systems. Reorganization take place upon increasing outer coupling within local energy sectors by collision of two eigenvalues and can be devided into three phases. The minimal distance at the critical point depends on the difference of the effective coupling strength of both resonances. Global reorganization takes place at increasing coupling strength as successive sequence of the local mechanism.
