Définition d'une méthodologie pour la localisation territoriale des opportunités d'aménagement foncier agricole et arboricole

Multifunctionality of agriculture is recognized for 30 years, and today it presents many challenges, in particular obviously on an economic plan. However, the number of farms decreased, as agricultural land, while the farms average surface increases and while the dispersal of the plots is a persistent phenomenon. Tarn-et-Garonne, a very agricultural department in the south of France, is not an exception. This report proposes a methodology to locate territorially the opportunities of country planning according to the various problems: unstructured farms, unstructured property accounts, impact of a linear structure and urban pressure on farmland from major agricultural databases. A distinction is made between two notions: parcelling and fragmentation. This last one is redefined and modernized. The methodology was developed with the objective of being automated. The fruit growing is essential for Tarn-et-Garonne, so this study is considering this specific point. A historic and legal analysis puts forward the inadequacy of the procedure of current AFAF for orchards. So some ideas are exposed in the aim to find a new procedure.La multifonctionnalité de l’agriculture est reconnue depuis 30 ans, et celle-ci présente aujourd’hui de nombreux enjeux, notamment évidemment sur un plan économique. Or, le nombre d’exploitation baisse, tout comme la superficie agricole, alors que la superficie moyenne par exploitation augmente et que la dispersion des îlots d’exploitation est un phénomène qui perdure. Le Tarn-et-Garonne, département très agricole du sud de la France, n’échappe pas à la règle. Ce mémoire propose une méthodologie pour localiser territorialement les opportunités d’aménagement foncier selon les différentes problématiques : exploitations déstructurées, comptes de propriété déstructurés, impact d’un ouvrage linéaire et pression urbaine sur les espaces agricoles à partir des principales bases de données agricoles. Une distinction est faite entre la notion de parcellement et la notion de morcellement, cette dernière étant redéfinie et modernisée. La méthodologie a été élaborée dans l’objectif d’être automatisée. L’arboriculture fruitière étant primordiale pour le Tarn-et-Garonne, l’étude prend en compte cette thématique spécifique. Une analyse historique et juridique met en avant l’inadaptation de la procédure d’AFAF actuelle pour les vergers, et des pistes de réflexion pour une procédure adaptée sont exposées
