Objective: The objective of this work was to propose a new approach for the understanding of accessibility. Through this approach, accessibility is considered as a number of qualities of environments or activities providing real opportunities for development to people. This line of research was based on the capability approach which provides a unique and relevant theoretical framework to achieve enabling accessibility (i.e. accessibility which offers real development opportunities to people).
