Dans cette thèse, nous nous intéressons à l'allocation dynamique du spectre (DSA) en adoptant le point de vue des opérateurs cellulaires. Les algorithmes que nous proposons sont tous fondés sur l'idée du partage d'une réserve (pool) commune de spectre entre différents opérateurs ou technologies d'accès radio. Le travail de la thèse se concentre sur le trafic de type paquet et prend en considération à la fois les aspects techniques et de tarification. Nous proposons plusieurs fonctions d'utilité à maximiser qui prennent en compte le prix du spectre et la qualité de service de l'utilisateur final.
