Ce que la participation fait à l'action publique : Le cas du plan de transformation de Lathrop à Chicago

Based on the case study of the urban renewal project of Lathrop Homes' public housing units in the city of Chicago (Illinois), this article analyzes the effects of public beneficiaries' participation on the implementation of public action. The residents of this neighborhood opposed themselves to the project in which they were involved. Their use of participatory governmental devices spawned the rise of a contentious movement that blocked the project for several years. Participatory processes can therefore slip from the grasp of public or private actors that are responsible for it. Indeed, in this case, participation opened a window of opportunity for contention and its tools constituted mobilizing structures through which potential beneficiaries organized and framed their contestation. Nonetheless, the article also highlights the complex adaptation of public programs in response to the inclusion of policy targets. It concludes that the limits of participation are maybe more related to the incapacity of public actors to learn from these processes rather than the manipulation of their tools and the conflicts that emerge from them.À partir de l'étude du projet de rénovation des logements sociaux de Lathrop dans la ville de Chicago (Illinois), cet article analyse les effets de la participation des publics-bénéficiaires sur la mise en œuvre de l'action publique. Les habitants de ce quartier se sont opposés au projet pour lequel ils ont été sollicités. Leur usage des dispositifs participatifs a entraîné la constitution d'un mouvement protestataire ayant abouti au blocage du projet pendant plusieurs années. Les processus participatifs peuvent donc échapper aux acteurs publics ou privés qui en ont la responsabilité. Il apparaît que la participation a ouvert une fenêtre d'opportunité pour la contestation et que ses outils ont constitué autant de structures mobilisatrices à partir desquelles les citoyens-bénéficiaires se sont organisés et ont cadré leurs revendications. Pourtant, l'article met aussi en avant la complexe adaptation des programmes publics en réponse à l'inclusion des publics-cibles. Il conclut que les limites de la participation se situent peut-être davantage dans l'incapacité des acteurs publics à apprendre de ces processus plutôt que dans la manipulation des dispositifs participatifs ou des conflits qui en émergent
