Coconstructions territoriales face à l’émergence de l’activité minière dans le Nord-Ouest argentin

International audienceLatin America's territorial organization is strongly influenced by the inherited structures left by the natural resources exploitations. In Argentina, after a long period of military dictatorship and the return to democracy, the 1990’ neoliberal turn promotes an extractive model for export. Thus, the spatial distribution of mining affects the Andes which is being developed as a raw materials reservoir at a global scale. Transnational actors -which have an important role in building public policies - largely influence this territorial orientation. Common or convergent interests and new conflicts arise between states, private actors, and society. By negotiation, they promote the emergence of territorial co- construction processes.L’organisation territoriale de l’Amérique latine est fortement marquée par les traces héritées de l’exploitation des ressources naturelles. En Argentine, après une longue période de dictature militaire et au retour à la démocratie, le tournant néolibéral des années 1990 favorise un modèle extractiviste destiné à l’exportation. Ainsi, la répartition spatiale des activités minières affecte à la Cordillère des Andes, une vocation de réservoir de matières premières à l’échelle mondiale. Les acteurs transnationaux –qui ont un rôle important dans la construction des politiques publiques- développent en grande partie cette vocation. Des intérêts communs ou convergents et de nouveaux conflits apparaissent entre les Etats, les acteurs privés et la société.
