Inovasi Pelayanan Publik melalui Aplikasi 6 In 1 dalam Pelayanan Administrasi Kependudukan di Kota Surabaya

The city of Surabaya with a population of 3 million people makes public services in the field of population administration very much needed because every day there are so many requests for population administration services. In the implementation of public services at the Surabaya City Office, there are 3 principles of good governance that have not been implemented properly so that improvements are needed in the implementation of public services, namely the principles of excellent service, the principles of democracy and participation. and the principle of efficiency and strength. To overcome this, by utilizing information technology, the Department of Population and Civil Registry of the City of Surabaya launched an innovation in administrative services using the 6 in 1 application (letter of moving out and entering the city, birth certificate, death certificate, marriage divorce certificate and divorce certificate.) Online 2014. The purpose of this research is to see how public service innovation through the 6 in 1 application in Population Administration Services in the city of Surabaya and see the inhibiting factors. This research uses qualitative methods with a descriptive approach. Using Rogers' innovation diffusion theory which defines the innovation process which is communicated through certain channels, within a certain period of time between a social system. The results show that the use of communication channels, timeframes, innovation and service provider behavior is important for society to hide 6 in 1 innovation. In addition, this study shows that 6 in 1 innovation is part of an innovation because it has a relative advantage. compatibility, complexity, testing, and applications to be observed. And also adopters of 6 in 1 innovations are more likely to use interpersonal communication in accepting 6 in 1 innovations
