ДЕЯКІ ПРОБЛЕМНІ ПИТАННЯ МУНІЦИПАЛЬНОЇ ВІДПОВІДАЛЬНОСТІ В УКРАЇНІ

The article analyzes the factors that have influence and significance on the process of forming municipal liability as a special type of legal liability. The author examines the stages and tendencies of development of the municipal responsibility institute during the period of municipal reform in Ukraine. Extraordinary attention is paid to the legal framework of local self-government and the legislative regulation of this institute at the present stage. Recommendations and proposals are being made to improve the institution of municipal liability during the decentralization process.У статті здійснено аналіз факторів, які мають вплив та значення та процес формування муніципальної відповідальності як особливого виду юридичної відповідальності. Автор досліджує етапи та тенденції розвитку інституту муніципальної відповідальності в період проведення в Україні муніципальної реформи. Надзвичайна увага при цьому приділяється нормативно-правовій базі місцевого самоврядування та законодавчій регламентації цього інституту на сучасному етапі. Приводяться рекомендації та пропозиції щодо вдосконалення інституту муніципально-правової відповідальності в період проведення процесу децентралізації
